The damage was discovered in TNG in the Briar Patch episode, Voyager was one of the first (if not the first) to use a new tech based on biology that helped reduce the impact of going high warp speeds. Previous to that new tech the federation had put in a rule that the maximum speed a ship would go was warp 5 or 6 (I forget) in order to minimize damage, unless in an emergency situation (out running an attacking ship for example)

I always envision it played by the cast of Trailer Park Boys, with Lahey and Randy being Picard and Riker, Ricky as LaForge, Bubbles as Data, and Julian as Worf. Lucy is of course Troi, and Sarah is Dr. Crusher.

O'Brien is my favorite followed by Nog. I think he portrayed his character perfectly. Was never a huge fan of Worf but DS9 turned that around. Sisco and Kira were annoying most of the time.
