now build one billion transistors
try to connect 20 transistors to a full adder
(before answer the question why you need 20 transistors).
Than consider how to connect the billion transistors to a circuit that make sense
Now try to reduce the space filles by this transistros (at this stage several football fields) to less than 1 square inch.
Consider which machines you need to construct to generate these circuits.
Try to find companies that build/sell these machines.
Try to find people that construct/build/handle these machines.
Imagine how much expertise and money you will need.

Its not that China and Russia can't build their own chips.

It's that its not worth doing so because intel and AMD have significant first mover advantages and are driving each other so tightly with competition third parties don't have time to catch up.

china has x86 chips because they figured out how to make them. china's supercomputers use ARM chips which are based on open source design. the US uses intel chips with nvidia chips on the side. IBM. still makes their own cpus, which are not used by average people, but instead in giant supercomputers and they're hot swappable boards. i want a job at IBM and i don't consider them dead at all. they are also pioneering quantum chips.

x86 chips from intel or AMD are superior, probably to anyone, even china. a CPU has 40+ layers of channels. it would really help to actually have a CS degree and take the early course where you learn assembly and how a CPU actually works. personally, i like to think about curious things like what state the transistors are all in when the CPU gets power and is waiting for the magic number to begin waiting for the OS to load. is it possible to get it to do some calculator math before you send the magic number? this is the sort of thing i'd bring up at a smoke break if i got job at IBM.

There are only really 2 companies in the world that manufacture high quality silicon wafers, TSMC and Samsung. In order to produce high quality cpus you need high quality silicon. TSMC makes over 90% of the world's supply and will not sell to China because they are Taiwanese based. Not to say China doesn't have the means to obtain good silicon, but its definitely a limiting factor. Its easier for them to just buy American made CPUs and use them for their own purposes.

Russia has been making its own CPUs for decades, they're just proprietary to their region.
There's nothing really high tech in processors, its just that in the west CPU's are driven by consumer demand for commercial electronics.
Most CPU's will be obsolete anyway, replaced by ARM design RISC processors. We are steadily seeing that happen because ARM chips are cheap and low power and much easier to design and have fewer errata burned into silicon.
