Ratings need a metric to rate by. If you go by how much you can cover with a single language java & c/c++ can cover almost everything.

It's stupid to stick with one language though as they all have donwsides and benefits. You should generally decide on what you want to do and then select the language best suited for the task. That also means considering lirbaries - if someone already did your job in one language why not use it?

Depends on what you're trying to accomplish. Anyone who swears by one language in all scenarios is a script kiddie/pseudo-intellectual and shitting you. There's plenty of information out there on which languages are best suited for which purposes, from game dev to gene mapping, databases, websites, the list goes on. Figure out what it is you're trying to accomplish before committing yourself to anything.
